California went first with an order to study onsite auditors and a kill switch for frontier models. Within five days Virginia, Illinois and Oregon had orders of their own, and Utah followed in October. These orders bind state agencies, not companies, but they shape what states will ask vendors to sign. The first deliverable is California's report in mid-November.
