What the EU AI Act Actually Requires
The EU AI Act works through risk tiers. Most small teams' AI use cases fall into the minimal risk category (chatbots, recommendation systems, content tools) — where the only binding obligation is Article 50 transparency (disclosing AI interactions, watermarking AI-generated content).
The obligations get heavier for high-risk systems. Annex III defines high-risk categories: AI in employment decisions, access to education, essential services (credit, housing), law enforcement, border control, administration of justice, and critical infrastructure. What the NIST AI RMF Actually Requires

If you are US-only with no EU exposure

If you have any possibility of EU expansion, align your documentation to Annex IV now — retrofitting documentation is harder than building it in from the start.
If you serve US federal government customers
The NIST AI RMF is referenced in federal procurement and agency AI governance policies. Alignment with the RMF is increasingly expected for federal AI contracts. The EU AI Act likely does not apply directly, but NIST alignment creates US procurement credibility.

Regardless of which framework you prioritize, three actions cover the most ground for small teams:
1. Classify your AI systems. Map every AI system you deploy against both Annex III (EU AI Act high-risk categories) and NIST's AI risk tiers. Most will be low-risk. Flag any that touch employment decisions, credit, or essential services.
2. Document your highest-risk use case in Annex IV format. Even if you are not subject to the EU AI Act yet, Annex IV documentation forces you to answer: what data does this system use, what does it decide, what human review exists, what monitoring is in place? These questions matter regardless of jurisdiction.
3. Confirm Article 50 compliance. If you have any customer-facing AI, verify that chatbots disclose they are AI and that AI-generated content is marked. This is in force now and is the most likely first enforcement vector for small teams.
