How to Build an AI Governance Framework for a Small Team
Most AI governance frameworks are written for enterprises. They assume dedicated compliance officers, legal teams, and multi-quarter implementation timelines. This guide is different — it's built for a team of 5 to 50 people who need governance that actually gets done.
What a small-team framework needs to do
A framework does not need to cover every scenario. It needs to:
- Prevent the most common and costly mistakes
- Create a clear path for employees when they are unsure
- Satisfy baseline regulatory requirements (GDPR, sector-specific rules)
- Scale as the team and AI usage grows
Everything else is optional until it becomes necessary.
The five components
1. AI use-case inventory
What it is: A living list of every AI tool your team uses, what it is used for, and what data it touches.
Why it matters: You cannot govern what you don't know about. Shadow AI — tools employees adopt without approval — is the biggest source of unplanned risk.
How to build it: Run a 15-minute survey or Slack poll asking teammates to list every AI tool they use for work. Deduplicate and add to a shared spreadsheet. Assign a business owner to each tool.

2. AI policy
What it is: A one-to-two page document covering approved tools, data rules, output review requirements, and prohibited uses.
Why it matters: Without a written policy, every employee makes their own judgment call. A short policy creates consistent behaviour across the team.
What to include:
- Approved tool list (or approval process for new tools)
- Data handling rules (what cannot be pasted into AI)
- Output review requirements (what must be human-reviewed before use)
- Incident reporting process
- Policy owner and review schedule

3. Vendor evaluation process
What it is: A standard checklist run before adopting a new AI vendor or tool.
Why it matters: Many AI vendors have unfavourable data terms by default — including training on your data. A 30-minute review before sign-up prevents expensive surprises later.
What to check:
- Data training opt-out availability
- Data Processing Agreement (DPA) availability and signing
- Data region and subprocessors
- Security certifications (SOC 2, ISO 27001)
- Exit and portability options

4. Incident response playbook
What it is: A short, step-by-step guide for what to do when something goes wrong — data leak, bad output shipped, policy violation.
Why it matters: Incidents are stressful. A pre-written playbook means the right steps happen quickly, without having to figure things out under pressure.
What to include:
- What counts as an incident
- Contain → Assess → Communicate → Recover steps
- Severity levels and response times
- Regulatory notification triggers (GDPR 72-hour rule, etc.)
- Incident log template

5. Review cadence
What it is: A scheduled, recurring process to keep the framework current.
Why it matters: A framework that is not reviewed decays. New tools appear, regulations change, and incidents reveal gaps. A regular review cycle keeps governance alive.
Minimum cadence:
- Monthly (15 min): Scan for new tools; log any incidents or near-misses
- Quarterly (1 hour): Re-run the AI governance checklist; update the policy if needed; review vendor list
- Annually (half-day): Full risk assessment refresh; update all templates; review regulatory changes
Implementation order
Don't try to build everything at once. This sequence works:
Week 1: Build the use-case inventory. You cannot govern what you don't know about.
Week 2: Draft the policy. Share it with the team. Get acknowledgments.
Week 3: Run vendor evaluation on your top 3 tools. Identify any gaps.
Week 4: Write the incident response playbook. Test it with a tabletop exercise (30 minutes, one hypothetical scenario).
After launch: Set up the review cadence. Block the first quarterly review in the calendar now.

What good looks like

- A calendar reminder exists for the next quarterly review
